I wouldn't walk it at night-not because it's particularly dangerous but because all the touts get louder and it's just not a very scenic walk. The gayborhood in Tijuana is called Plaza Santa Cecilia and is basically directly underneath the arch on the corner of 1st and Revolución, about 10-15 minutes' walk from PedWest and about 25 minutes' walk from PedEast.
